Summary of the House Committee Version of the Bill

HCS SB 21 -- PUTATIVE FATHER REGISTRY FUND

SPONSOR:  Shields (Stevenson)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Children and Families by a vote of 11 to 0.

This substitute creates the Putative Father Registry Fund in the
state treasury to collect moneys received from the filing fees of
an adoption petition to be used solely for the administration of
the Putative Father Registry.  Moneys in the fund will not revert
to general revenue at the end of the biennium.

FISCAL NOTE:  Estimated Cost on General Revenue Fund of $97,015
in FY 2006, $96,221 in FY 2007, and $95,403 in FY 2008.
Estimated Income on Other State Funds of $97,015 in FY 2006,
$96,221 in FY 2007, and $95,403 in FY 2008.

PROPONENTS:  Supporters say that the registry effectively
provides parties with a notice of an alleged or presumed father
of a child.  The bill will maintain the database by changing the
source of funding from general revenue to moneys received from
the filing fee for adoption petitions.

Testifying for the bill was Senator Shields.

OPPONENTS:  There was no opposition voiced to the committee.
